The thorny conflict that continues between the Democratic Republic of Congo (DRC) and Rwanda continues to give rise to deep and complex disagreements. At the heart of this confrontation, the categorical refusal to engage in direct dialogue with the M23 rebel group has exacerbated tensions between Kinshasa and Kigali, thus revealing the diplomatic impasse in which the two countries find themselves.
The recent cancellation of the tripartite summit in Luanda has highlighted the fundamental divergences between the two parties. While Rwanda insisted on the need for direct dialogue between the DRC and the M23, calling the group a terrorist group, Kinshasa has maintained its firm position by refusing to legitimize a rebel movement accused of multiple abuses in the North Kivu region.
