**Introduction :**

The Independent National Electoral Commission (CENI) of the Democratic Republic of Congo (DRC) has announced the start of a new operation to gradually issue duplicate voter cards. This measure aims to allow voters who have lost their cards or whose writings have become illegible to be able to exercise their right to vote in the next elections. In this article, we present the procedure to follow as well as the recommendations of the CENI.

**The procedure for issuing duplicates:**

According to Jean-Baptiste Itipo, the communication director of the CENI, the voters concerned must follow a well-defined procedure to obtain their duplicate voter card.

In the case of a loss of voter’s card, the voter must first certify this loss to a judicial police officer who will issue him a report of loss of the voter’s card. Then, he will have to go to the antenna of the CENI corresponding to his registration center, provided with this report.

Once there, the voter must complete a duplicate request form, provided that the head of the CENI branch or his delegate confirms that he was registered at one of the registration centers within the jurisdiction of the Antenna.

As for voters whose writings on the card have become illegible, they must go to the CENI branches corresponding to their registration center, bringing the defective card, in order to be issued a replacement voter card.

**CENI Recommendations:**

The CENI also draws the population’s attention to the existence of networks of producers of false duplicate voter cards. In order to avoid any fraud, the commission asks all public and private services that hold lost or abandoned voter cards, as well as anyone who has found a lost voter card, to drop them off every working day at the headquarters of the CENI.

**Conclusion :**

The issuance of duplicate voter cards in the DRC is a measure put in place by the CENI to allow voters to participate in the next elections despite the loss or illegibility of their voter card. By following the established procedure, voters will be able to obtain their duplicate and exercise their right to vote legally. The CENI also warns against false duplicates and invites the population to cooperate by depositing lost cards with its headquarters
