Title: The challenges of the Local Development Program in the Democratic Republic of Congo: Between progress and constraints

Introduction :

The Local Territorial Development Program in the Democratic Republic of Congo is a major project initiated by President Félix-Antoine Tshisekedi Tshilombo. This program aims to promote the development of the country by emphasizing decentralization and the strengthening of territorial entities. However, its progress is currently worrying for the General Inspectorate of Finance, which is carrying out a field assessment to measure the progress made in the implementation of this project.

A delegation from the IGF, led by Victor Butubenga Pandamadi and Rita Mandamuna, recently visited several territories and villages in the province of Kasai Oriental to learn about the progress of the work and the challenges encountered in the field. This inspection will identify areas at risk and assess the quality of materials used in the construction of infrastructure.

Notable progress despite the constraints:

Despite the difficulties encountered, some territories have made significant progress in the implementation of the Local Development Program. This is particularly the case in the territory of Katanda, where work is progressing despite the rise in the price of building materials. The main objective of the project is to guarantee good educational conditions for children, accessible health services nearby and adequate working conditions for territorial administrators.

The inspection of the construction sites has enabled the IGF to observe that the inspectors have the necessary tools to assess the quality of the works under construction. These inspections help ensure that contractors are following building standards and using materials properly.

Persistent challenges and opportunities for improvement:

Despite the progress made, challenges remain in the implementation of the Local Development Program. Some territories have encountered problems with the delivery of construction materials, which has delayed the progress of work. Additionally, local people have sometimes expressed dissatisfaction with construction choices, such as the use of fired bricks instead of cement bricks.

To overcome these obstacles, it is essential to strengthen coordination between the different actors involved in the implementation of the programme. Better planning of construction material supplies and more transparent communication with the local population are also necessary.
