The Direction of Communication of the Presidency of the Democratic Republic of Congo (DRC) recently carried out a collective dismissal of its agents. The reasons remain unclear, as the dismissal letter only specified “new arrangements made”. This dismissal provoked reactions from the unfairly dismissed agents. In a document that we obtained, the latter commented on this brutal and unfair decision in their eyes.
The arguments put forward by the officers are based on three aspects. First, the administrative aspect, which raises the question of the precision to be given on the reasons for the dismissal. Then, the social and political aspects, which express the social injustice towards the agents and the need to consider the presidential institution, of which the agents are part, as being different from the other institutions. Finally, the budgetary aspect, which shows that the dismissal of agents in no way justifies a new recruitment.
The Directorate of Communication of the DRC Presidency must be diligent through rules of benevolence to avoid potentially harmful situations for its agents. The competence and expertise of the agents concerned are recognized in the dismissal letter, which makes their dismissal even more incomprehensible.
It is essential not to leave the agents left in a state of insecurity. It is also important that senior management understands and hears the justified claims of dismissed agents. This situation, if not well managed, could create a harmful precedent for the presidential institution.
