The security situation in eastern DRC is worsening and actors in the region have lost trust in each other. Relations have become strained between the Congolese authorities and the East African Community (EACRF). President Tshisekedi voiced his opinion that many Congolese are demanding the departure of EACRF troops and he gave the regional force an ultimatum: if they do not achieve good results by June 2023, they will have to leave the territory. The president seems to want to play the card of the Southern African Development Community (SADC) to restore peace and security in this part of the country.

African journalists have taken an online training called “power of the pen” organized by the International Anti-corruption Academy to teach them the techniques of investigative journalism and to fight against economic crimes. The training focused on recognizing the problem, researching sources and understanding the topic to be investigated before launching, as well as protecting sources and setting up a solid network to limit risks. The second training session will take place in May 2023. This training contributes to strengthening the quality of journalism in Africa and to fighting corruption.
The African Commission for the Supervision of Elections (CASE) accuses the president of the electoral center in the DRC, Denis Kadima, of having chosen “so-called experts” for the external audit of the electoral register. CASE calls for Kadima’s resignation and warns the experts recruited on his initiative. The Catholic and Protestant churches recommend the establishment of an urgent consultation framework to resolve all problems related to voter registration. Zambian President Hakainde Hichilema has denied Congolese government claims involving a maize flour blockade between the two countries. He explained that the problem was linked to an error in the purchase and payment procedure for the order from Congo (Kinshasa), which was a first. The president also raised tensions over the opening time of the Zambian border. Nevertheless, he called for a strengthening of relations between the two countries.
Two detainees were killed and one injured in an escape attempt which took place at the central prison of Matadi, in the presence of fifty witnesses. Five other inmates managed to escape. The authorities must take steps to increase security in detention houses and to reduce the risk of further escapes. In addition, the conditions of detention must be improved in order to reduce the temptation of prisoners to escape and to facilitate their social reintegration.
The Plateau des Bateke in Kinshasa has been facing a security crisis for years due to a land dispute that has degenerated into a community conflict between the Teke and Yaka groups. The Mobondo militia has taken control of certain areas there and is carrying out killings and exactions on the local populations. Faced with this situation, Christophe Mboso called for demobilization, an end to violence and dialogue and proposed the establishment of a commission for peace, reconciliation and reintegration of communities to find lasting solutions. The proposed agrarian reform could be a lasting solution to solve the land problem in the region and in the whole country. The authorities of the DRC must take concrete measures to combat the land conflict and guarantee lasting peace in the country.
The city-province of Kinshasa is experiencing growing insecurity, with recurrent assassinations and an armed incursion by the Mobondo militia. Provincial elected officials have requested the assistance of the National Assembly to deal with this situation. An inter-ministerial commission is proposed to re-examine the situation and bring peace to the region. The violence is not limited to Kinshasa and several organizations are calling for an end to the state of siege in North Kivu. Despite these difficulties, the DRC is moving forward with the adoption of a law to protect the right to strike and stimulate the local economy.
