The Challenges of the Ministry of ITPR’s 2024-2028 Five-Year Plan: Promises or Realities?


In a recent radio interview with Fatshimetrie, Valery Madianga, coordinator of the Centre for Research in Public Finance and Local Development (CREFDL), expressed serious concerns about the lack of clarity surrounding the 2024-2028 five-year plan of the Ministry of Infrastructure and Public Works (ITPR). According to him, the absence of a specific deadline for the delivery of the works raises doubts about the real feasibility of this project.

Madianga stressed that the project in question, initially presented to the population of Kananga, in the province of Kasaï-Central, seems to be more of an empty promise than a concrete reality. Indeed, the financing of this project, estimated at nearly 278 million US dollars, depends on the SICOMINES contract, concluded with China. The conditions linked to this contract cast doubts on the real capacity to complete the work within the deadlines announced by the authorities.

Furthermore, the fact that this project is not included in the budget approved by Parliament raises concerns about its true scope and legitimacy. Madianga warns against the risks of illusion and impossibility of realizing such infrastructure within the promised time frame, especially when the financial and legislative framework are not clearly established.

It is crucial to emphasize that transparency and accountability in the management of public funds are essential elements to ensure local development and community prosperity. The population of Kananga, like any other community, deserves concrete, feasible and beneficial projects in the long term, rather than empty promises.
