Rwanda’s recent position demanding direct dialogue between the Democratic Republic of Congo (DRC) and the rebel movement M23, supported by Kigali, has sparked strong reactions within the international community. This demand, formulated by Rwandan President Paul Kagame at the Luanda summit, is considered by many voices to be unacceptable and contrary to the principles of national sovereignty.
In an interview with Rostin Manketa Nkwahata, executive director of the human rights organization La Voix des Sans Voix (VSV), the tension of the situation is palpable. For him, the very idea of direct dialogue between Kinshasa and the M23 is categorically rejected. He emphasizes that Rwanda, by asking the DRC to engage in dialogue with an armed movement that it supports, is adopting a paradoxical and hypocritical position. How can a State demand that another sovereign State negotiate with a rebel group that it itself supports?
This request for direct dialogue also poses a problem in that it could lead to processes of mixing and integration of rebels within the Congolese army. This scenario, already experienced in the past, resulted in an infiltration of the Congolese armed and security forces for the benefit of the interests of neighboring states, thus weakening the sovereignty and stability of the DRC. This perspective is therefore seen as highly detrimental to the integrity of the country.
Faced with these challenges, it is imperative to remain vigilant and condemn any external interference that would compromise the security and sovereignty of the DRC. Respect for national institutions and democratic processes is essential to preserve the stability and unity of the country. In this sense, the international community must play a leading role in supporting the DRC’s efforts to address the security and political challenges that arise.
In conclusion, the issue of dialogue between the DRC and the M23, under the aegis of Rwanda, raises legitimate questions about Kigali’s real desire to promote peace and stability in the region. It is essential to prioritize peaceful and concerted solutions to ensure a better and safer future for all the inhabitants of the Great Lakes region.
