CEPEF: Committed to the Protection of Children and Families in the DRC


The Cercle d’études pour la protection de l’enfant et de la famille (CEPEF) is a national organization whose mission is to support social work professionals in improving social protection systems in the Democratic Republic of Congo. Founded by university researchers and social workers, CEPEF is committed to strengthening the skills of those involved in promoting and defending children’s rights.

At the heart of its action, CEPEF conducts in-depth studies on social issues, vulnerability factors and existing responses. Through the exchange of experiences and the analysis of practices, the organization aims to identify the most effective strategies to guarantee the protection of the most vulnerable children and families.

In a process of international reflection and action, CEPEF actively contributes to the development of new social protection policies. Its flagship program, entitled “Framework of Sustainable Solutions to the Phenomenon of Children and Youth in Street Situations in the Democratic Republic of Congo” (CASDEJR), demonstrates its commitment to sustainable social reintegration for marginalized children.

Professor Joachim MUKAU, an emblematic figure of the organization, recently presented to the Head of State an innovative project on the care of children suffering from autistic disorders. This ambitious project is based on three major strategic axes: the prevention of juvenile delinquency, the protection and holistic support of children in street situations, and finally, sustainable social integration mechanisms for these young people in search of support.

With a stated national ambition, the CASDEJR program intends to respond to the specific challenges of each province of the DRC. A Steering Committee, made up of experts in social management and social work, is responsible for coordinating and ensuring the smooth running of operations. This cross-cutting approach ensures continuous adaptation to the needs of local populations and optimization of child protection policies.

As a reference and decision-making structure, CEPEF positions itself as an essential relay of political will to combat street phenomena and social exclusion of children in the DRC. Its ability to pool empirical expertise and academic knowledge makes it a key player in the child protection landscape.
