Special Report: Behind the scenes of the motion of no confidence against the Minister of Infrastructure and Public Works in the DRC
The political climate in the Democratic Republic of Congo is currently tense, following the filing of a motion of no confidence against the Minister of Infrastructure and Public Works, Alexis Gisaro. This motion, initiated by a group of 57 deputies, highlights divergences within the Union Sacrée, the ruling coalition.
The criticisms leveled at Alexis Gisaro are linked to the worrying state of the country’s infrastructure. The deputies who signed the motion denounce a significant number of works launched and abandoned, as well as projects never started, such as “Kinshasa zero hole” and “Tshilejelu”. They point the finger at the ministry’s inability to implement the presidential desire to improve the living conditions of the Congolese.
The reaction of Vital Kamerhe, President of the National Assembly and member of the Union Sacrée, was firm but measured. Although he rejected any personal involvement in this motion, he insisted on the need to respect parliamentary procedures. He highlighted the risks of division that this situation could generate within the parliamentary majority. Indeed, this movement of defiance was initiated without prior consultation with other political partners, thus jeopardizing the cohesion of the ruling coalition.
Within the UDPS, the party of President Félix Tshisekedi, voices were raised to deny any involvement in this motion. Deputy Daniel Aselo, Deputy Secretary General of the UDPS, stated that the party had never taken a collective decision to this effect. These statements highlight the tensions and misunderstandings that currently reign within the Congolese political class.
This motion comes after an interpellation by Minister Alexis Gisaro before the National Assembly, where his answers were deemed unsatisfactory by many deputies. These events highlight a climate of mistrust and vigilance regarding the management of infrastructure and public projects in the DRC. Respect for parliamentary procedures and transparent debate are essential for the political stability of the country.
In conclusion, the initiative of this motion of no confidence raises crucial questions about the current governance and the capacity of the government to respond to the needs of the population. Unity and transparency are key elements to overcome political obstacles and ensure the sustainable and equitable development of the Democratic Republic of Congo.
