Françoise Munyarugerero, senior commissioner of the PNC in Goma, North Kivu, is suspected of having committed acts contrary to discipline. The military authorities established that she would have planned her trip from Kinshasa, by sharing sensitive information via WhatsApp with Emmanuel Nzongize, an economic operator with close ties to the Congo River Alliance.
Emmanuel Nzongize, holder of two passports (Congolese and Rwandan), is accused of having incited the senior commissioner to violate the rules of discipline. His alleged link with Lenga Pacom, Acting Director General of Regideso in Haut-Katanga, opens the way to deeper suspicions of possible collusion with controversial political entities.
This case highlights once again the complexity of the political and security issues that persist in the region. With the recent arrests of civilians suspected of collaboration with the M23 rebellion, including two former provincial deputies of North Kivu, the ongoing instability in some areas remains a major concern for the authorities and the local population.
