During his trip to Kisangani on October 23, 2024, the President of the Democratic Republic of Congo, Félix-Antoine Tshisekedi, sparked strong reactions by addressing the issue of a potential amendment to the Constitution. The Head of State, supported by his party, the UDPS, described the current constitutional text as “outdated”, announcing the start of work in 2025 with a view to an in-depth revision.

The proposed constitutional change quickly raised concerns, both within the opposition and civil society, who fear that President Tshisekedi would seek to cling to power. The opposition, represented by Prince Epenge of the Lamuka platform, stresses the urgency of addressing socio-economic issues and states that the Congolese people are not in favor of amending the Constitution to allow for an extension of the presidential term.

Faced with these reactions, President Tshisekedi’s spokesperson, Tina Salama, clarified the situation by announcing the establishment of a commission to define the modalities of the constitutional revision. Among the sensitive points, the issue of limiting presidential terms, currently set at two five-year terms by Article 220 of the Congolese Constitution.

The National Episcopal Conference of Congo (Cenco) expressed its concerns about this project, recalling that during a meeting in June, the president had committed to caution. However, Bishop Donatien Nshole emphasizes that the speeches of some members of Tshisekedi’s political family raise concerns about his real intentions.

Regarding the issue of term limits, President Tshisekedi raised the possibility of using a referendum to arbitrate this decision, thus leaving the final decision in the hands of the Congolese people. The supporters of the Head of State view this initiative of constitutional revision favorably, emphasizing in particular the need to adapt the fundamental text to the current realities of the country.
