Municipal councilors of Goma and Karisimbi on strike to demand their unpaid emoluments

Fatshimetrie, October 23, 2024 – An unusual scene took place last Wednesday in front of the governorate of the North Kivu province, in Goma. The elected municipal councilors of the communes of Goma and Karisimbi organized a sit-in to demand their unpaid emoluments. This protest action follows an official message from the Deputy Prime Minister of the Interior, Jacquemain Shabani, dated September 2024, asking the governors of the provinces to settle the arrears of remuneration of the municipal councilors.

Cédric Tumusifu, president of the Karisimbi Municipal Council in Goma, stressed the importance of implementing this official message, insisting that the funds necessary to cover the emoluments of the municipal councilors come from the retrocession or taxes of common interest.

The protesting municipal councilors are thus demanding the payment of 10 months of arrears, as well as the operating and installation costs owed to them. In addition, they are demanding the organization of elections for mayors and urban councilors in order to conclude the electoral cycle at the urban level.

This action by municipal councilors reflects the importance of transparency and the commitment of the authorities to respect the rights and obligations of local elected officials. It is crucial that political leaders ensure compliance with electoral rules and fairness in the treatment of local representatives, to guarantee the democratic and harmonious functioning of institutions.

In conclusion, this mobilization of municipal councilors in Goma and Karisimbi highlights the challenges faced by local elected officials in terms of remuneration and recognition of their functions. It is essential that the competent authorities take concrete measures to respond to the legitimate demands of municipal councilors and ensure the proper functioning of local authorities for the well-being of citizens.
