During the session, held at the esplanade of the courthouse, citizens expressed their concerns about various aspects of the administration of justice in the region.
Poignant testimonies highlighted questionable practices and alleged injustices that persist within the judiciary. Participants denounced cases of unresolved land disputes, arbitrary arrests, and unequal application of the law. They expressed frustration with a justice system that appears, to some, to serve the interests of the powerful rather than deliver fair justice.
One of the cases discussed during these consultations was the dispossession of the archbishopric’s concession in the Tshamalale neighborhood, in the annexed commune, by civil and military authorities. Despite a court ruling in favor of the archdiocese, officials refuse to comply with the ruling, highlighting ongoing problems of interference and disrespect for judicial authority.
A representative of the Metropolitan Archbishop of Lubumbashi also raised a case involving opposition leader Moïse Katumbi, stressing that any attempt to arrest him would be seen as an attack on peace and cohesion in the province. These examples underscore the urgent need for reform and impartial application of the law.
In response to concerns expressed during the consultations, Constant Mutamba made firm commitments to restore confidence in the justice system. He stressed that impunity will no longer be tolerated and that citizens who have been illegally dispossessed of their property should be restored to their rights. The Minister of Justice committed to ensuring that the law will be applied fairly, regardless of the social or political status of those affected.
These popular consultations highlighted the challenges facing the administration of justice in Lubumbashi, but also underlined the importance of transparency, independence and fairness in the judicial system. It is now essential that the commitments made by Constant Mutamba are translated into concrete actions aimed at strengthening the integrity of justice and protecting the rights of all citizens.
