Fatshimétrie, September 30, 2024 – Recent changes have been made at the head of the Kinshasa Financial Authority, the capital of the Democratic Republic of Congo (DRC). An order dated September 27, 2024, issued by the city’s governor and confirmed this Monday, announces the appointment of new leaders for the administration.
Eddy Bitalo Mooko has been appointed new Director General of the Kinshasa General Revenue Directorate (DGRK), replacing Michée Musaka Mayelenkay, suspended a few days earlier. His deputies, Joseph Kabongo, in charge of technical aspects, and Tyty Mukendi Tshiashasha, responsible for financial and administrative matters, complete this new management team.
The taking up of office of this new management comes following the suspension of the previous Director General, following criticisms made by the provincial Minister of Finance concerning the non-compliance with certain directives relating to tax control. These measures, deemed serious, were considered disruptive to the proper functioning of the DGRK and led to a period of disorientation for taxpayers.
Following the suspension of Michée Musaka, Kakala Bahongela was appointed to act as interim general director. These changes demonstrate the authorities’ desire to restore order and efficiency within the Kinshasa urban tax administration.
It is vital for the smooth running of the local economy that public revenue collection be carried out transparently and efficiently. The new appointments suggest a desire to improve practices and ensure better support for taxpayers in their tax obligations.
The success of this reorganization will depend on the ability of the new leaders to establish a culture of responsibility and performance within the Kinshasa Financial Authority. By emphasizing good governance and rigor in the exercise of their functions, they will be able to contribute to strengthening the tax administration and improving the financial health of the city.
Through these appointments, the authorities demonstrate their desire to guarantee healthy and transparent public management, essential to ensure the development of Kinshasa and the well-being of its inhabitants.
