Achieving education through decentralized management at the local level

Fatshimetrie, October 1, 2024 – Education is an essential pillar in the development of a society. This is why it is essential to ensure decentralized management of education at the local level. This approach, advocated by many experts, allows for better coordination of educational activities, while promoting the participation of different key actors such as teachers, parents of students, union representatives and local authorities.

The Secretary General for Education and Initiation to New Citizenship, Matthieu Mukenge Bakina, recently stressed the importance of this decentralized management during a meeting with educational operators in Bukavu. According to him, schools must be at the center of the educational process, and the framework law on education provides for partnership management of education, involving collaboration between the government, unions, religious denominations and parent-teacher associations.

This approach requires effective coordination at the local level, with the intervention of inspectors, Sub-Proveds and provincial and community coordinators. The aim is to ensure better decision-making and more effective implementation of education policies.

The support of local authorities is also crucial in the implementation of this decentralized management of education. The Governor of South Kivu, Jean-Jacques Purusi Sadiki, has committed to implementing a provincial edict on the “education fund”, aimed at solving the problems faced by teachers.

During the meeting, the Interim Provincial Director of Primary, Secondary and Technical Education in South Kivu, Léon Musagi Mukambilwa, stressed the importance of a permanent consultation framework to monitor the development of this provincial edict. This approach will promote better communication between the different actors in the education sector and will make it possible to adapt education policies to the specific needs of the region.

In conclusion, decentralized management of education at the local level is a major challenge to ensure a quality education system that is accessible to all. By promoting the participation and collaboration of different stakeholders, it contributes to greater effectiveness of educational policies and the promotion of active and informed citizenship.
