Municipal elected officials in the DRC: in search of recognition and equality

Fatshimetrie is pleased to inform you of the latest developments in the Democratic Republic of Congo. A delegation of municipal councilors elected in December 2023 was recently received by the Prime Minister to discuss their concerns. These elected officials presented various topics, such as their support by the government and the organization of the mayoral elections.

Nzembela Buloba, elected municipal councilor of the commune of Bipemba, in Kasaï-Oriental, and president of this collective, spoke after the hearing. He stressed the importance of finding solutions quickly, particularly with regard to the payment of their emoluments and the harmonization of the working framework between legitimate elected officials and appointed mayors, pending the upcoming mayoral elections.

The recognition of the status of municipal councilors was also discussed. These local elected officials pleaded to benefit from the same immunities as national and provincial deputies. The Prime Minister promised to pay particular attention to their requests and indicated that the government was studying different avenues to respond to them, in consultation with the Independent National Electoral Commission (CENI) for the organization of mayoral elections.

The Deputy Prime Minister of the Interior will present new proposals at the next Council of Ministers in order to deal with this issue in an accelerated manner. In a move to demand, hundreds of elected municipal councilors demonstrated in several cities and large towns to make their voices heard.
