Modernization and Strengthening of the Police in Congo: Towards a New Era of National Security

The recent conclusion of the workshop to update the 2025-2029 programming law for police reform in Congo marks a significant step in the process of modernizing and strengthening the country’s security institutions. This two-day event brought together many key players in the security sector, including the Commissioner General of the Congolese National Police and the Deputy Prime Minister in charge of the Interior and Security.

The main objective of this workshop was to review and update the draft programming law for the PNC reform, with a view to its subsequent adoption by the government and submission to the National Assembly for a vote during the next ordinary session in October. This step demonstrates the commitment of the Congolese authorities to improve the governance and efficiency of the security sector, to ensure the protection of citizens and their property throughout the national territory.

Deputy Prime Minister Jacquemain Shabani clearly expressed his commitment to moving this process forward within the given time frame, stressing the importance of taking into account the current challenges of police reform and ensuring continued support from national and international partners. He also called for the incorporation of the amendments proposed during the workshop into the final draft law, in order to reflect a broad consensus and meet the government’s national security objectives.

In a context where financial and material resources remain a major challenge for the PNC, Commissioner General Alonga Boni highlighted the obstacles facing police reform, particularly in terms of funding. However, he welcomed the government’s efforts to promote the modernization and capacity building of the PNC, despite the persistent challenges.

During this workshop, three key objectives were identified: the analysis of the amended draft programming law, the updating of data based on the current needs of the PNC and government priorities, and the identification of actions to be undertaken to advance the promulgation and implementation of this programming law.

In conclusion, the updating of the programming law for police reform in Congo is a crucial step towards improving security and governance in the country. The commitment of authorities and stakeholders to modernize and strengthen the capacities of the PNC is essential to ensure the protection of citizens and the maintenance of public order throughout the national territory.
