The Democratic Republic of Congo is preparing for a new important phase of its rural development, focused on the construction and rehabilitation of agricultural roads. The Deputy Prime Minister, Minister of Planning and Coordination of Development Aid, Guylain Nyembo, recently announced at a press conference the transition of the Local Development Program of the 145 Territories (PDL-145T) to this new strategic orientation.
This decision comes following an assessment of the progress made under the program and the establishment of a new government. The studies for the agricultural roads phase have been completed, and all that remains is the crucial issue of financing to be resolved, in connection with the ongoing assessments carried out by the relevant ministries.
The construction and rehabilitation of agricultural roads is of paramount importance in opening up territories and facilitating the transport of materials essential to development. Indeed, a mapping of major roads is planned to ensure connectivity with agricultural roads, thus promoting the development of rural areas and the economic diversification of the country.
The Local Development Program of the 145 Territories aims to combat poverty and inequality by improving access to infrastructure and basic services in rural areas, while strengthening local development management capacities. In addition, a georeferenced monitoring system will allow for real-time assessment of the program’s progress, thus ensuring transparent and efficient management of the allocated funds.
With substantial funding of 1.665 billion US dollars, the PDL-145T is the result of close collaboration between the Congolese government and implementing agencies such as the United Nations Development Program (UNDP), the Central Coordination Office (BCeCo) and the Funding Execution Unit for Fragile States (CFEF). This initiative is part of a global vision of sustainable development and improving the living conditions of the populations of the 145 territories of the DRC.
In conclusion, the transition to the construction and rehabilitation of agricultural roads marks a crucial step in the socio-economic development of the Democratic Republic of Congo. By facilitating access to rural areas, promoting the emergence of new agricultural sectors and strengthening territorial connectivity, this ambitious program promises significant progress in the fight against poverty and inequality, while contributing to the emergence of a diversified and resilient economy.
