Persistent humanitarian challenges in North Kivu

Despite the announcement of a humanitarian truce in greater North Kivu, those displaced by war and the populations of areas occupied by the M23 rebellion have been left behind. The two-week period, supposed to guarantee a respite from hostilities, was not really used to provide effective assistance to vulnerable people in the Butembo-Lubero region.

The objective of this truce was clear: to reduce the risks for humanitarians in order to enable them to deliver aid to displaced populations. However, security constraints have largely hampered the efforts of humanitarian organizations on the ground. Incidents of violence against humanitarians in Lubero territory have sowed doubt and distrust, making it difficult to access areas where thousands of displaced and returnees are located.

Despite these obstacles, some humanitarian organizations such as MSF, Intersos and Heks-eper have maintained a presence in the region, focusing their actions on health, water, hygiene and sanitation. However, their room for maneuver remains limited, leaving many displaced people still in need.

The Provincial Humanitarian Access Forum plans awareness-raising actions to dispel the climate of distrust towards humanitarian organizations. It is crucial to remind the population of the essential role of these actors in assisting the most deprived and guaranteeing their security so that they can carry out their humanitarian missions.

Despite the challenges faced, organizations like Medair and Caritas based in Butembo continue to provide much-needed assistance, within their means. Their commitment to displaced and vulnerable populations remains strong, although the conditions in which they operate are difficult.

It is essential that local and international authorities redouble their efforts to ensure a safe and conducive environment for humanitarian action in the North Kivu region. Those displaced by war deserve adequate assistance and effective protection, even during periods of truce. Respect for fundamental humanitarian principles must remain at the center of the concerns of all parties involved to ensure sustainable support for the most vulnerable populations.
