The importance of the new internal regulations of the Senate of the Democratic Republic of Congo

Fatshimetrie, June 24, 2023 – After weeks of hard work, the final report of the special commission responsible for developing the internal regulations of the Senate of the Democratic Republic of Congo for the fourth legislature has finally been tabled. A crucial step in the functioning of this major political institution of the country.

The president of the special commission, Christophe Lutundula Apala pen’Apala, underlined the importance of the seriousness and thoroughness which went into the development of these internal regulations. Despite a few days of exceeding the initial deadline, the concern for quality and rigor prevailed.

For his part, the provisional president of the Senate, Pascal Kinduelo, praised the work accomplished by the commission, praising the quality of the final document. These regulations, made up of three hundred articles, establish the rules for the functioning and organization of the Senate, in accordance with the Constitution and the laws of the Republic. It also establishes the rights and duties of senators as well as members of political and administrative staff.

Once validated in plenary session, the draft internal regulations will be submitted for approval to the Constitutional Court to verify their compliance with the country’s fundamental texts. This step, decisive for the legitimacy and validity of the regulation, will pave the way for the establishment of the definitive office of the Senate.
