Kinshasa, June 25, 2024 (Fatshimetrie) – A workshop of great importance was held Tuesday in Kinshasa, focused on the implementation of the National Action Plan of Resolution 22-50 of the UN Security Council for young people in the Democratic Republic of Congo. This event was marked by intense discussions aimed at contextualizing and adapting this Plan to the current realities of the country.
During this meeting, participants highlighted the need to strengthen inclusion and adjust the National Action Plan so that it responds effectively to the current challenges of the Democratic Republic of Congo. They agreed to make this issue one of the main pleas during the Dialogue between the actors involved in the implementation of this Plan for youth, peace and security.
Furthermore, particular emphasis was placed on the functioning of the National Technical Secretariat (STN) and on the importance for the steering committee to redouble its efforts in order to fill the gaps in the support of other key ministries involved in the implementation of Resolution 22-50.
The debates also highlighted the support to be provided to the province of North Kivu for the dissemination and implementation of the Provincial Operational Plan (POP), as well as to support the neighboring province of South Kivu in a similar approach already in advanced phase. Likewise, efforts will be made to finalize the collection of data necessary for the development of the POP for the province of Ituri.
Stakeholders were encouraged to conduct advocacy with technical and financial partners in order to mobilize the necessary resources to accelerate the implementation of POPs at the provincial level. The importance of involving provincial authorities in appropriation of the National Action Plan and encouraging them to actively support the provincial committees was also highlighted.
The dynamics of women in the implementation of Resolution 13-25 was cited as an example in order to fully integrate the gender dimension in the implementation of Resolution 22-50. Participants also discussed the importance of collaboration between provinces to guarantee homogeneous implementation of the PAN throughout the national territory.
In conclusion, this workshop made it possible to harmonize the perspectives of the actors involved to promote consensus on the implementation of the National Action Plan of Resolution 22-50 in the DRC. This step forward positions the DRC as the second country in Africa and the third in the world to institutionalize and implement this essential resolution for the promotion of youth..
This event, organized by the National Monitoring Mechanism of the Addis Ababa Framework Agreement (MNS) in collaboration with the Intergenerational Dialogue (DIG) and the National Youth Council, with the logistical and financial support of the MONUSCO Integrated Office, was a crucial step in consolidating efforts for the promising future of Congolese youth. The signing of the NAP by President Félix-Antoine Tshisekedi Tshilombo on August 12, International Youth Day, will mark an important milestone in this collective approach.
