Strengthening the transparency and integrity of public finances in the DRC: the fight against corruption

The fight against misappropriation of public funds is a crucial battle to ensure transparency and integrity in the management of public finances. In a context where citizens’ trust in government institutions is often undermined by corruption scandals, it is essential to put in place rigorous measures to prevent and punish any wrongdoing.

During the last meeting of the Council of Ministers, President Félix-Antoine Tshisekedi stressed the importance of fighting against distortions and illegal practices which undermine the foundations of the rule of law. Reports from the General Inspectorate of Finance have highlighted unacceptable shortcomings, such as non-compliance with the rules on the execution of public expenditure and public procurement.

Faced with this worrying situation, concrete actions have been decided to strengthen the control of public spending and state revenue. The Inspector General of Finance was responsible for transmitting the reports to the competent authorities, while the Prime Minister will have to ensure the implementation of the recommendations and the creation of a financial prosecutor’s office specialized in the fight against corruption.

Furthermore, the announcement of the end of the supervision missions of the General Inspectorate of Finance within companies and public establishments highlights the desire to concentrate efforts on revenue mobilization. This decision aims to strengthen financial control and management systems to ensure greater efficiency in the management of public funds.

The fight against misappropriation of public funds is not limited to one-off actions, but must be part of a global approach to strengthening ethics and financial governance. It is essential to promote a culture of responsibility and accountability at all levels of administration to preserve the integrity of institutions and restore citizen confidence.
