Revolution in the payment of salaries of civil servants in the DRC

In a context marked by financial issues and the stabilization of the income of state civil servants in the Democratic Republic of Congo, a major decision was taken by the Minister of Finance, Doudou Fwamba Likunde. Indeed, in order to ensure greater regularity in the payment of salaries, a new salary policy came into force this month of June 2024.

From now on, Congolese state civil servants can expect to receive their remuneration before the 28th of each month. This measure, resulting from a directive issued during a meeting chaired by Yannick Isasi, the interim president of the payroll monitoring committee, responds to a pressing request from public administration agents.

During an important meeting held in Kinshasa on June 21, key stakeholders such as representatives of the main banks, ODG, budget, civil service, FARDC and SECOPE were informed of this new salary policy. Yannick Isasi underlined the importance of this decision, which aims to guarantee better management of public finances and to reassure the civil servants concerned.

This initiative is part of a broader dynamic aimed at improving the transparency and efficiency of the management of State financial resources. Thanks to the new resource allocation strategy put in place by the Minister of Finance, salaries can now be paid into the individual accounts of state agents and civil servants from the 25th day of the month.

This progress marks a significant step in the modernization of the salary payment system in the DRC. The necessary funds were made available by the central bank of Congo as of June 10, allowing civil servants, including those of the FARDC and the National Police, to receive their salaries earlier than planned.

A check will be carried out on June 25 in the main banks of the capital to ensure the effective implementation of this salary policy. This measure aims to provide greater reliability and predictability in the payment of salaries, thus meeting the legitimate expectations of Congolese state agents.

In conclusion, this initiative demonstrates the DRC government’s commitment to transparent and efficient financial management, while guaranteeing the well-being of state civil servants. Improving the regularity of salary payments will certainly help to strengthen the confidence of public officials and promote a climate of socio-economic stability in the country.
