The fight against nighttime noise in Kinshasa: between promises and realities

For decades, the issue of nighttime and daytime noise has become a real scourge for the inhabitants of Kinshasa, in the Democratic Republic of Congo. Despite the existence of laws aimed at suppressing this noise pollution, it is clear that their application often remains ineffective, leaving populations living in insecurity and lack of tranquility.

The Attorney General at the Court of Cassation, Firmin Mvonde, recently gave firm instructions to all attorneys general at the various courts of appeal in the country. These instructions aim to repress criminal acts affecting public peace and good morals. It is a question of enforcing the law to guarantee the serenity that the country so badly needs.

The Minister of Justice, Constant Mutamba, also urged the Attorney General to initiate proceedings against the perpetrators of acts of sexual and homosexual deviation and noise pollution. This political will to fight against social unrest is laudable, but implementation on the ground most often remains delicate.

In the city of Kinshasa, the police had promised to crack down on nighttime noise. Unfortunately, despite warnings, many places continue to produce unscrupulous noise pollution, disrupting the daily lives of residents. Bars, churches, and other gathering places seem to ignore the regulations in force.

Existing laws on nighttime and daytime disturbances in DR Congo are clear, with fines provided for violations. However, these dissuasive measures do not seem to deter offenders, who continue to violate the tranquility of neighborhoods without fearing the consequences.

It is essential that the competent authorities demonstrate firmness in fully enforcing the laws in place. The fight against nighttime and daytime noise must be a priority to ensure the peace and security of populations. It is time for political speeches to be translated into concrete actions on the ground, so that the inhabitants of Kinshasa can finally find the peace and quiet they deserve.
