Fatshimetrie: Strengthening border security and good provincial governance in the DRC
In a context where border security and good provincial governance are crucial issues, newly elected governors and vice-governors in the Democratic Republic of Congo were recently called upon to strengthen these aspects during a refresher seminar in Kinshasa . Under the chairmanship of Jacquemin Shabani, Deputy Prime Minister and Minister of the Interior, Decentralization and Customary Affairs, this meeting was an opportunity to highlight essential priorities to ensure border security and the proper functioning provinces.
During this meeting, Jacquemin Shabani underlined the importance of establishing effective security governance through the creation of provincial and local security committees, bringing together the various state and civil society actors involved. This approach aims to guarantee the security of populations and their property, as well as the maintenance of public order, essential bases for the proper development of territories.
Furthermore, the Deputy Prime Minister also insisted on the need to improve revenue collection and transparency in their management at the provincial level. He encouraged local authorities to explore all potential sources of revenue in accordance with current laws, while ensuring the equitable distribution of resources within decentralized territorial entities. This approach aims to boost local development and reduce inequalities between the different regions of the country.
In addition, Jacquemin Shabani recommended that governors limit the number of members of their provincial government to a maximum of ten, in order to promote more efficient and streamlined management of public affairs. He also encouraged them to strengthen interprovincial cooperation and relaunch the association of provinces, thus providing a framework for exchanges and collaboration conducive to the development of each region.
Closing the ceremony, Jacquemin Shabani handed over the investiture order to all provincial governors and their deputies, thus marking the beginning of a new era for more transparent, secure and sustainable development-oriented provincial governance. This meeting marks an important step towards better management of the provinces in the DRC, highlighting the need for concerted action to meet the challenges arising in the territories.
