Shocking revelation on budgetary governance in the Congolese National Assembly

As part of an in-depth study on budgetary governance within the Congolese National Assembly, a citizen survey entitled “The Biface of the Congolese Parliament – ​​A controller to be controlled” was conducted by the Center for Research in Public Finance and Development Local (CREFDL). The results of this investigation reveal questionable practices and allegations of embezzlement that raise major concerns about transparency and financial integrity within the parliamentary institution.

According to the CREFDL report, which is based on the analysis of 500 budgetary documents and interviews with political actors and public administration agents, the National Assembly faces major challenges in financial management public. The illicit enrichment of certain members of the political parties in power, occupying key positions within parliamentary decision-making bodies, seems to take precedence over the general interest and the duty of accountability.

This alarming observation highlights the crucial role of the President of the National Assembly, Christophe Mboso, in the occurrence of these irregularities. Accused of blocking the process of appointing the permanent office of the Assembly and of hindering the formation of the government, Mboso is singled out as being responsible for the questionable expenses made within the parliamentary institution. Indeed, the report indicates that exorbitant amounts were allocated to the acquisition of land vehicles, far exceeding initial forecasts and raising questions about the legitimacy and transparency of these transactions.

Furthermore, CREFDL investigations also noted shortcomings in the vehicle acquisition process, in particular the lack of publication of calls for tenders and contract award decisions, in violation of the laws governing public procurement. Likewise, the construction of new buildings intended to house certain administrative services raises concerns about the management of resources and the effectiveness of investments made by the Assembly.

Faced with these disturbing revelations, it becomes imperative for the competent authorities to take urgent corrective measures in order to restore citizens’ confidence in the integrity of the National Assembly and to guarantee sound and transparent management of public finances. Accountability and responsibility must be at the heart of the actions undertaken so that budgetary governance truly serves the general interest and the sustainable development of the country.
