The scandal surrounding the 1000 drilling project in the Democratic Republic of Congo continues to reverberate, sparking controversy over the Minister of Finance, Nicolas Kazadi. The Public Expenditure Observatory (ODEP) has strongly criticized Kazadi for what they perceive as misleading statements and a lack of transparency.
In a press release issued on April 25, ODEP accused Kazadi of concealing the truth about the drilling projects. While the Minister attributed the project’s contract to the previous government, ODEP highlighted Kazadi’s active involvement in its execution.
According to ODEP, the project’s total disbursement stands at $80 million, contradicting the Minister’s claim of $71 million. ODEP raised concerns about $20 million reportedly transferred to Kazadi’s associate and called for the National Financial Intelligence Unit (CENAREF) to investigate. Despite these revelations, only 29 boreholes out of the planned 1000 have been constructed to date.
Legal actions have been initiated, with the Attorney General at the Court of Cassation launching a probe into the alleged overbilling by the Consortium overseeing the project, Stever Construct-Sotrod Water.
The affair underscores transparency and governance challenges in the DRC, with the Minister’s alleged involvement and suspicions of embezzlement highlighting the necessity for robust control and anti-corruption mechanisms.
In conclusion, the 1000 drilling scandal underscores the DRC’s struggle with public resource management and transparency. ODEP’s disclosures and ongoing investigations stress the imperative of combating corruption and ensuring the accountable utilization of funds for development projects.
