In the Democratic Republic of Congo, Minister Irene Esambo has been leading a transformative movement for people with disabilities over the past five years. The enactment of organic law n°22/003 on May 3, 2022, stands as a pivotal moment in advancing the rights and well-being of individuals with disabilities in the country.
During a recent press conference in Kinshasa, Minister Esambo lauded the collaborative efforts between Parliament and the Government in formulating this vital legislation. She emphasized the establishment of a dedicated administration, the general secretariat for people with disabilities, which has facilitated the recruitment of over 4,000 agents and executives, with a focus on individuals with disabilities, thereby ensuring their meaningful representation within the administration.
In addition to the legislative achievements, Minister Esambo’s initiatives have extended to practical measures aimed at fostering the social inclusion of people with disabilities. Decree No. 24/22 of March 7, 2024, outlines the quotas for the representation of individuals with disabilities in Congolese institutions, setting a 5% employment target in public entities.
Furthermore, Decree No. 24/26 of March 25, 2024, establishes mechanisms to enhance the accessibility of infrastructure, aids, and essential services for disabled individuals. This proactive approach underscores the government’s commitment to breaking down architectural and societal barriers that hinder the inclusion of people with disabilities.
Addressing the economic dimension of disability rights, Minister Esambo has encouraged investments in the disability sector to stimulate job creation and innovative solutions tailored to this population. Such economic empowerment necessitates collective awareness and engagement from all stakeholders.
By actively promoting awareness and dissemination of laws pertaining to people living with disabilities across the country, Minister Esambo is dedicated to fostering a society that upholds the principles of inclusion and human rights protection for all its citizens.
Through her unwavering commitment to equality and opportunities for individuals with disabilities, Minister Irene Esambo’s accomplishments represent a beacon of hope and inspiration for the disability community in the Democratic Republic of Congo.
