The situation in the eastern Democratic Republic of Congo is concerning and requires immediate action from the international community. The UN Security Council needs to take a central role in restoring peace in this region by implementing concrete measures to sanction those responsible for fueling the armed conflict.

France has emphasized the significance of upholding the fundamental principles of the Addis Ababa Framework Agreement. It specifically calls for supporting armed groups, respecting neighboring states’ sovereignty, and enhancing judicial cooperation. Upholding these principles by all involved parties is crucial to creating the necessary conditions for establishing lasting peace.

It is imperative for the entire United Nations system to rally together to contribute to resolving this conflict. The deployment and utilization of anti-aircraft systems by the Rwandan army signify a new level of escalation in the conflict, underscoring the gravity of the situation.

France recommends that the Security Council fulfill its responsibilities by imposing sanctions on those escalating tensions and supporting dialogue and negotiation efforts among conflicting parties. Putting an end to military escalation, which jeopardizes the stability of the Great Lakes region, is essential as a lasting solution cannot be achieved through military means.

Implementing commitments from regional peace processes, such as those in Luanda and Nairobi, is critical for establishing the groundwork for lasting peace. France urges parties to reinitiate dialogue and backs initiatives aimed at demobilizing and disarming armed groups to rebuild trust among conflicting parties.

It is crucial for UN Security Council members to take immediate action to halt the conflict in eastern DRC and support peace and reconciliation endeavors in the region. Upholding international law principles, promoting dialogue, and fostering cooperation are the sole pathways towards a peaceful and enduring resolution to this devastating conflict.
