The security situation in Beni, in the North Kivu province in the Democratic Republic of Congo, has recently caused serious concern within New Civil Society. Indeed, this organization called for strict measures against certain soldiers of the Armed Forces of the DRC (FARDC), suspected of being involved in acts of urban crime.
The main concern of New Civil Society lies in the actions of these soldiers, accused of having injured civilians by bullets in the Vimbwembwe district, located near Beni, on the Kasindi axis. In addition to these acts of violence, soldiers are also singled out for cases of extortion of goods and money from the local population.
According to Meleki Mulala, head of New Civil Society, such actions not only compromise the safety of residents, but also risk undermining trust between the civilian population and law enforcement. This situation could also discourage civilian cooperation in peacebuilding efforts in the region.
Faced with these alarming findings, civil society calls on the military authorities to take appropriate measures to sanction the soldiers involved in this reprehensible behavior. Meleki Mulala insists on the need to enforce the law and punish the wrongdoers in accordance with the military penal code. He underlines the importance of preserving the dignity of innocent civilians and guaranteeing a security climate conducive to reconciliation and stability in the region.
Furthermore, the New Civil Society encourages better communication and collaboration between civilians and the military, in order to promote peaceful and harmonious cohabitation. Meleki Mulala calls for in-depth reflection on the part of military officials to supervise and guide young recruits deployed in the field, and thus avoid any violation of citizens’ rights.
Pending the results of ongoing investigations, carried out in collaboration with local authorities, civil society remains vigilant and hopes that effective measures will be taken to bring the soldiers involved to justice. Close cooperation between local and military actors is essential to put an end to these practices detrimental to the peace and security of the populations.
In short, the New Civil Society of Beni calls for firm and rapid action to restore trust between civilians and the armed forces, and to guarantee a secure and peaceful environment within the local community. The responsibility lies with all the actors involved in order to prevent possible slippages and to promote harmonious coexistence within society.
