The recent verdict by the Kasongo High Court has unveiled a case of embezzlement at the Higher Institute of Medical Techniques of Kasongo, sparking shock in the region. The embezzlement case involves Marceline Atosha Saidi, the budget administrator responsible for over 70 million Congolese francs that mysteriously vanished from the institution’s cash register. Following a police investigation and search of the homes of Ms. Marceline Atosha Saidi and the academic general secretary, a public hearing was held recently where Judge Makonga Dominique handed down a final sentence. The 4 defendants were sentenced to 3 years of forced labor and ordered to pay over 40 million Congolese francs in damages to ISTM-Kasongo.
This case raises concerns about the management of public funds in the region, emphasizing the importance of accountability and severe punishment for those who misuse their positions for personal gain. The imposed ban on access to public and para-state functions for 5 years on Marceline Atosha Saidi reflects the gravity of the offenses committed.
In addition, local civil society has called on the government to facilitate the establishment of banks in the region to prevent such incidents in the future. Safeguarding large sums of cash in offices increases the vulnerability to embezzlement, highlighting the need for a more secure financial solution.
Beyond the convictions and financial restitutions, this case underscores the necessity for increased transparency and diligence in the management of public affairs. Authorities must implement stronger internal controls to prevent similar occurrences and prioritize the fight against corruption and embezzlement to maintain the integrity of institutions and uphold public trust in the administration.
