The establishment of a special commission responsible for developing the internal regulations of the National Assembly in Congo in 2024 is an important step in the legislative process. This commission, made up of 78 members representing each province, will have the mission of working in close collaboration in order to propose internal regulations adapted to the current needs of the parliamentary chamber.
Under the presidency of Christophe Mboso, the age office encourages elected officials to choose competent and qualified members for this crucial work. Indeed, the quality of the internal regulations will have a direct impact on the proper functioning of the parliamentary institution.
President Mboso underlines the importance of producing a quality text, worthy of the 3rd Republic. It is essential that the committee carefully examines the existing provisions and proposes amendments where necessary, in order to ensure a final text consistent with the expectations and requirements of the Constitution.
Once the draft internal regulations have been developed, they will be submitted to the plenary for adoption. The Constitutional Court will then intervene to verify its compliance with the Constitution, within a maximum of 15 days.
This approach reflects the commitment of Congolese deputies to put in place solid and transparent internal rules to ensure the smooth running of parliamentary debates and guarantee respect for the rule of law.
The creation of this special commission demonstrates the desire of the Congolese authorities to strengthen the democratic functioning of the National Assembly and to promote more transparent and effective governance for the benefit of all citizens.
