“Revision of national conventions in the DRC: a key initiative for transparency and economic development”

As part of the year 2024, the General Inspectorate of Finance (IGF) of the Democratic Republic of Congo has unveiled its work plan, highlighting the reassessment of several national conventions. This initiative, presented by the Inspector General, Jules Alingete Key, during an intervention on Top Congo FM, Wednesday February 14, aims to revisit key agreements for the country.

Among the conventions to be re-evaluated are those concerning the collection of toll revenues, notably with major road axes such as Kinshasa-Matadi and Kasumbalesa. In addition, important partnerships such as that linking the Congolese State to the Cinquantenaire Hospital, as well as contracts with economic players such as Kibali Gold and BIVAC, will be reviewed.

Jules Alingete Key stressed the importance of these evaluations to ensure fairness and transparency in the country’s contractual relations. He also highlighted the role of the IGF in supporting financial authorities to improve the mobilization of internal resources. The objective set is ambitious: to reach nearly 15 billion USD in internal revenue.

The dynamic put in place by the General Inspectorate of Finance will also be part of a management control approach extended to several provinces, notably Kongo central, Mai Ndombe, Tanganyika, Tshopo, Lualaba, Haut Katanga and the city province of Kinshasa. At the same time, the IGF will supervise decentralized territorial entities to guarantee fair collection of mining royalties.

The desire to reassess conventions and strengthen the mobilization of internal resources is part of a perspective of sustainable economic development for the Democratic Republic of Congo. The actions undertaken by the IGF, under the leadership of Jules Alingete Key, reflect a strong commitment to good governance and national prosperity.

At the same time, during the 117th meeting of the Council of Ministers, President Félix Tshisekedi asked the IGF to evaluate the contract between the Congolese Control Office (OCC) and the Bureau Veritas (Bivac), in order to propose more advantageous solutions for the country. This approach illustrates the desire of the Congolese authorities to guarantee fair and beneficial agreements for the economic development of the country.

Transparency and efficiency in the management of conventions and internal resources are essential to ensure a prosperous future for the Democratic Republic of Congo. The action of the IGF and the national authorities demonstrates a firm desire to promote exemplary governance and promote the sustainable development of the country.
