Opening of the extraordinary session of the Provincial Assembly of Kinshasa: Installation of the provisional office

Monday February 5, 2024, the provincial assembly of Kinshasa officially opened its extraordinary session of the third legislature of the Third Republic. This solemn ceremony, chaired by Louis-Gilbert Bompate Mbula, Provincial Secretary of Kinshasa, was marked by the installation of the provisional office of the assembly.

As part of this installation, the files of the newly elected officials were examined and the names of the age office members were revealed. It is Mbokoso Amous Kempay Honoré, elected from the Commune of Kimbanseke, who, as the oldest elected official, will assume the functions of president. He will be assisted by two young elected officials, Iyeli Molangi Daniel, elected from Ngaliema, as first secretary, and Kanefu Bahati Édith, elected from Limete, as second secretary.

The opening of this extraordinary session is in accordance with the provisions of the Internal Regulations of the Provincial Assembly of Kinshasa, as well as article 15 of the law establishing fundamental principles relating to the free administration of the provinces. According to this article, the opening session must be chaired by the highest-ranking official of the Provincial Assembly Administration and the session ends once the agenda is exhausted.

By following these rules and provisions, the Provincial Assembly of Kinshasa meets in extraordinary session 15 days after the proclamation of the results of the provincial elections. This session aims to install the provisional office headed by the oldest member and to validate the powers, to develop and adopt the Internal Regulations, as well as to elect and install the final Office.

It should be remembered that the Kinshasa Provincial Assembly is made up of 48 elected officials, 44 of whom are already known. The other 4 will be co-opted among the traditional leaders, in accordance with the electoral law.

This opening of the extraordinary session marks an important step for the Provincial Assembly of Kinshasa. The members of the provisional office will have the mission of directing the work and preparing the ground before the election of the final office.
