Title: Repairing victims of sexual violence in the Democratic Republic of Congo: FONAREV at the heart of the fight
Introduction :
The Democratic Republic of Congo (DRC) faces a heartbreaking reality: conflict-related sexual violence. To help victims rebuild, the National Fund for Reparation of Victims of Sexual Violence linked to Conflicts and other Crimes against the Peace and Security of Humanity (FONAREV) was set up by President Félix Tshisekedi. From November 27 to 29, 2023, the first FONAREV national forum was held in Kinshasa, bringing together participants from all provinces of the DRC.
I. An ambitious objective: a transparent and fair reparation policy
FONAREV’s mission is to alleviate the suffering of women victims of conflict-related sexual violence by implementing a transparent and equitable reparation policy. Through Law No. 022/065 of December 26, 2022, the Congolese government has marked significant progress in the fight against violence against women in the DRC.
II. The challenges of the FONAREV national forum
During the FONAREV national forum, several issues were addressed. First, it was a question of defining criteria to identify the victims and the ecosystem, that is to say the partners involved in the reparation process. Participants also proposed communication strategies to inform victims about the identification process and encourage them to be identified.
III. Forum recommendations and restitution to Kisangani
The FONAREV national forum resulted in concrete recommendations. For example, a communications commission has developed a strategic plan aimed at informing victims, raising awareness among the general public and encouraging support from authorities and partners. A victims identification commission made recommendations to improve the identification process, involving victims’ associations, NGOs, support structures and local authorities.
These recommendations were enriched during a restitution conference in Kisangani, where victims shared their experiences. They called for the opening of FONAREV in the province of Tshopo, after the five pilot provinces.
Conclusion :
FONAREV represents hope for victims of sexual violence in the DRC. Thanks to initiatives such as the national forum and restitution in Kisangani, the fight against violence against women is gaining momentum and concrete measures are being taken to repair victims. There is still much to accomplish, but the path towards a more just and equitable society is beginning to take shape.
