Introduction :
Eight months ago, the parliamentary committee on justice and correctional services held a two-day hearing into the escape of convicted rapist and murderer Thabo Bester from South Africa’s Mangaung Correctional Centre. Since then, little has been done to hold authorities and their private sector partners accountable.

Lack of accountability:

Despite MPs’ promises to demand accountability and produce a report for debate in the National Assembly, little has actually been done. Minister Ronald Lamola has not resigned and only three officials from the Ministry of Correctional Services have been suspended. The South African police’s slow investigations have also been criticized, as has a lack of communication with Bester’s rape victims.

The actors involved:

Integritron Integrated Solutions, which is responsible for the correctional center’s surveillance cameras, has been heavily criticized for failing to properly investigate Tebogo Lipholo, the officer who turned off the cameras at the time of Bester’s escape. Security company G4S, which runs Mangaung Prison, was also implicated in the escape and some of its officers were arrested.

Legal consequences:

G4S has challenged the decision to terminate its contract with the Department of Correctional Services and the matter is now before the courts. Only three G4S employees were suspended and no senior executives were held accountable. The police also did not directly respond to questions about possible sanctions against the officers responsible for the investigation.

Conclusion :

Despite promises of accountability made during parliamentary hearings, little progress has been made in holding those responsible for Thabo Bester’s escape to South Africa. Bester’s victims, as well as the public, are still waiting for justice and transparency in this case. Ensuring accountability of authorities and their private sector partners is essential to prevent such incidents from recurring in the future.
