The local development program for 145 territories in the DRC: A significant step forward for the populations
The Democratic Republic of Congo (DRC) is implementing an ambitious program to make all its 145 territories viable. The local development program, commonly called PDL 145 territories, aims to provide the territories with basic social infrastructure such as schools, health centers, microvoltaic power plants, as well as the rehabilitation of agricultural service roads.
The objective of this program is to reduce social inequalities and improve the living conditions of populations who live in territories previously deprived of these essential needs for many years. The Central Coordination Office (Bceco) is one of the three agencies responsible for implementing this project, which concerns 48 territories spread across 9 provinces.
Since the second half of 2023, Bceco has started to hand over some of the achievements already completed to the communities concerned, as part of the first part of the program. However, the population generally deplores the slowness of the execution of the works and the delay observed in the delivery of these works.
It is therefore legitimate to wonder what is the actual level of execution of the works carried out by Bceco within the framework of this local development program. Feedback from the population raises doubts about the implementation of the second part of the program, which concerns the maintenance and rehabilitation of agricultural service roads.
It is essential that the authorities take these legitimate concerns into account and ensure that the implementation of the PDL 145 territories is accelerated, in order to meet the expectations of the population and guarantee decent living conditions for all. Basic social infrastructures are essential for the economic and social development of territories, and their implementation must be a priority.
It is also important to emphasize that transparency and good management of the resources allocated to this program are essential aspects. Public funds must be used responsibly and efficiently, in order to optimize results and avoid waste.
In conclusion, the local development program for 145 territories in the DRC is an essential initiative to reduce social inequalities and improve the living conditions of the populations. However, it is necessary to accelerate its implementation and ensure full transparency in resource management. People are impatiently waiting to see concrete improvements on the ground and to benefit from the basic social infrastructure that is essential to them.
