Draft law on the organization and operation of state public services: a major step forward in the modernization of the administration

Monday, November 6, national deputies deemed admissible the bill on the organization and operation of public services of the central power, the provinces and ETDs (skills transfer establishments), thus marking an important step in the modernization of public administration. This text, which was sent to the PAJ Commission of the National Assembly, aims to guarantee more harmonious functioning between the different levels of the State.

During the debate, some concerns were raised by MPs. MP Daniel Mbau raised the problem of deconcentration, while Lucain Kasongo insisted on the need to accompany this bill with concrete implementation measures. These legitimate questions reflect the important issues facing public administration.

In response to these concerns, MP Jacques N’Djoli stressed the need to put an end to the tribalization of public administration. He denounced appointment practices based on tribal criteria and stressed the importance of the principle of neutrality, apoliticism and equality in the functioning of public administration.

The Deputy Prime Minister of the Civil Service, Jean-Pierre Lihau, also took into account the remarks of the deputies and underlined the need to strengthen sanctions in the event of non-compliance with the rules, to redefine the recruitment and modernize the civil service by introducing contract civil servants.

Alongside this bill, the deputies also received the bill on the status of career public service agents of the State. This text aims to provide incentives for change and guarantee the efficient functioning of public services. These two bills demonstrate a political will to thoroughly review the organization and functioning of public administration to respond to current challenges.

It is important to emphasize that these reforms are not limited to the DRC, but are a major issue for many countries seeking to modernize their public administration. Indeed, efficient and well-organized public services are essential to the proper functioning of a State and to meeting the needs of citizens.
