The territories of Kwamouth, Masisi and Rutshuru in the Democratic Republic of Congo (DRC) are currently facing numerous challenges that jeopardize their participation in the general elections scheduled in two months. These areas are now under the influence of different armed groups, which prevents the registration of voters in the current electoral process.
Despite this difficult situation, the President of the DRC remains determined to involve the population of these territories in the elections. During a meeting of the Council of Ministers, he insisted on the need to secure the operations of the Independent National Electoral Commission (CENI) in these areas. He instructed the government to ensure the security of voter registration operations in Kwamouth, Masisi and Rutshuru.
However, the situation remains tense in these territories. Armed clashes between the M23 rebel group, supported by Rwanda, and local armed groups loyal to the Congolese government persist. Attacks on peacekeeping forces and ambushes on military convoys are common.
In Kwamouth territory, the Mobondo militia occupies the village of Nshemamfum and controls the road between Kwamouth and Mashambio. This occupation threatens the security of the population and hampers the operations of the CENI.
Faced with these challenges, it is crucial that the international community take measures to support the DRC in its efforts to restore peace and stability in these territories. This will ensure the equitable participation of all Congolese citizens in the elections and strengthen the legitimacy of the electoral process.
It is also essential that the Congolese authorities strengthen security measures in these areas, in collaboration with UN peacekeeping forces and the East African Community regional force (EACRF). Securing the operations of the CENI is an essential step to ensure the smooth running of elections in these territories.
The participation of the territories of Kwamouth, Masisi and Rutshuru in the general elections in the DRC is crucial to guarantee democratic and equitable representation of the entire country. The international community must support efforts to overcome security obstacles and allow all Congolese citizens to exercise their right to vote and participate in the democratic life of their country.
