Introduction :
The fight against customs fraud and smuggling is a major challenge for States, and the Democratic Republic of Congo (DRC) is no exception to this reality. However, under the leadership of President Félix Antoine Tshisekedi Tshilombo, concrete measures are being taken to modernize customs posts and maximize state revenue. This is particularly the case at the Kasumbalesa customs post, on the border with Zambia. In this article, we present the new developments and infrastructure put in place to strengthen the efficiency of this customs post.

A modern building and innovative infrastructure:
The Kasumbalesa customs post recently benefited from the construction of a modern building of 2,600 square meters, housing the services involved and equipped with all the necessary operational equipment. But that’s not all, many other infrastructures have been put in place to facilitate cross-border trade. An 8-kilometer reinforced concrete bypass road was built, as well as bonded warehouses, two import-export parking lots capable of accommodating 1,500 trucks, and accommodation for customs officers. These developments allow for better fluidity in the processing of customs files and an acceleration in vehicle rotation speed.

The contribution of the DGDA and TRAFIGO SARL:
The General Directorate of Customs and Excise (DGDA) carried out this project using its own capital, in partnership with the Congolese company TRAFIGO SARL, managed by Madame Magalie Kayitesa Raway. This Congolese entrepreneur has set up a 100% Congolese system to maximize customs revenue at the Kasumbalesa post. Thanks to this system, users can pay passage fees electronically, thus allowing the DGDA to receive payments in real time via the ASYCUDA platform. These innovations have enabled the DGDA to see its revenues increase significantly, up to an average increase of 700 to 1,000% from the first year of implementation.

The modernization of the Kasumbalesa customs post and the implementation of innovative solutions to maximize customs revenues constitute a true textbook case in the fight against fraud and smuggling. This reliable and secure system, combined with transparent procedures and ethical management, has made it possible to channel State revenue efficiently and respond to the challenges posed by this strategic border for the DRC and for the entire country.
