Several solutions to resolve the problem of insufficient magistrates in the Lubero territory in North Kivu were mentioned by Franck Tshimanga, prosecutor at the Lubero peace court. Difficult socio-professional conditions in the provinces often push magistrates to prefer to stay in Kinshasa.
