Reorganizations within the armed forces of the Democratic Republic of Congo (FARDC): high-level appointments and promotions

In a context of political and security developments in the Democratic Republic of Congo, Head of State Félix Tshisekedi recently made adjustments within the country’s armed forces. These changes were announced during a speech broadcast on national television (RTNC).

One of the most notable appointments is that of Christian Tshiwewe Songesha, who was promoted from Lieutenant General to Army General and appointed Chief of Staff of the FARDC. This promotion demonstrates the recognition of his skills and his commitment to the service of the nation.

Jacques Nduru and Léon-Richard Kasonga were also promoted, from the rank of Colonel to that of Lieutenant-General. This recognition of their expertise and their contribution to the armed forces strengthens the military hierarchy and highlights their skills.

Another appointment which attracted attention is that of ex-Colonel Eddy Kapend Irung, reintegrated into the army and appointed to the rank of Brigadier General in an “exceptional” manner by President Félix Tshisekedi. His appointment raises questions, given his legal past.

Indeed, Eddy Kapend was one of the main accused in the trial for the assassination of the former President of the DRC, Laurent-Désiré Kabila. He was sentenced to the death penalty (life in prison) in 2003, but received a presidential pardon in January 2021 after spending 21 years in prison.

Today, Eddy Kapend is entrusted with the responsibility of commanding the 22nd military region of the FARDC, which covers four provinces resulting from the breakup of Katanga. His appointment raises questions about the selection criteria and the consequences for security in the region.

While these rearrangements within the Congolese armed forces are underway, it is essential to take into consideration the security challenges facing the country, particularly in an electoral context. President Tshisekedi’s desire to strengthen the ranks of the army and appoint competent officers is a step in the right direction, but it remains essential to ensure transparency and justice in these appointment processes.

In conclusion, the recent reorganizations within the armed forces of the DRC demonstrate the efforts made by the Head of State to strengthen the army and face the country’s security challenges.
