Tensions in Bunia: Land conflict between the Ituri Provincial Assembly and the Congolese national police

A delicate situation broke out this Wednesday, October 18, 2023 in Bunia, between members of the office of the Ituri Provincial Assembly and elements of the Congolese National Police (PNC). At the heart of the conflict, the ownership of a concession on which the office of the Provincial Assembly is located.

Early in the morning, a team of builders began digging holes on the plot, aiming to divide the land and allow police to build in one part. Members of the Provincial Assembly reacted strongly, claiming to be the owners of the concession.

Tension quickly rose, attracting the attention of curious onlookers who gathered at the scene despite the presence of a few police officers. Verbal exchanges gave way to threats from both sides.

The police elements responsible for the security of the members of the Provincial Assembly observed the scene, while their colleagues were grouped on the other side of the plot. Police say they do not recognize ownership of the concession by the Provincial Assembly and claim to have been ordered to build on the land.

Faced with this decision, certain members of the Provincial Assembly blocked access to the plot by replacing their vehicles. Finally, at the end of the day, it was visible that the plot had been divided into two parts with a fence in place.

The president of the Provincial Assembly, Banga Tchombe, condemns this spoliation and affirms that sooner or later, the concession will be recovered by the Provincial Assembly. Other members of the government also support the Provincial Assembly’s demand, pointing out the inconsistency of dividing land without providing parking for such an important institution.

The real motivations behind this land conflict remain unclear and no clear answer has been given as to the origin of the dispute. However, it is clear that a state parcel now divides two state institutions.

It is essential that peaceful discussions and resolutions be found to resolve this land conflict, in order to preserve the stability and proper functioning of provincial institutions. The competent authorities should intervene quickly to resolve this situation, in order to avoid any escalation of violence. The local population is closely following developments in this matter, hoping for a fair and peaceful resolution.
