Training of territorial animators in Kalemie, DRC, by IOM: A step towards inclusive and participatory governance
The International Organization for Migration (IOM) recently organized a training workshop in Kalemie, in the Tanganyika province of the Democratic Republic of Congo (DRC). This initiative aims to strengthen the capacities of territorial leaders in order to promote safe and inclusive governance in the region.
The project to Promote Inclusive Security Governance set up by the IOM, in collaboration with the PBF (Peace Building Fund) and JICA (Japan International Cooperation Agency), is part of a restoration process of State authority and the creation of collaboration mechanisms between development and security actors. Territorial leaders and civil society actors are thus involved in the establishment of these participatory governance mechanisms.
The training workshop aims to provide territorial facilitators with the skills necessary to carry out their missions at the base. For three days, they will reflect on the principles of decentralization and deconcentration, learn collaboration techniques for results-based management and acquire knowledge in resource mobilization and local revenue management.
This initiative was welcomed by provincial and government authorities, who see it as an opportunity to strengthen good governance and clarify relationships between territorial leaders and their hierarchical superiors. Indeed, decentralization in the DRC has often been hampered by problems of allocation of responsibilities and coordination between the different levels of power.
The training of territorial animators is part of a broader IOM approach aimed at contributing to the security and stabilization of the Tanganyika region. The organization remains present on the ground to provide a response to emergency and stabilization projects.
In conclusion, the training of territorial animators in Kalemie by the IOM constitutes a significant step forward in the promotion of inclusive and participatory governance. By strengthening the skills of local actors, this initiative will contribute to the establishment of effective collaboration mechanisms and the achievement of concrete results for the development of the province of Tanganyika.
