The role of SADC in the evaluation of elections in the DRC
The Democratic Republic of Congo (DRC) is preparing for crucial elections which will take place on December 20, 2023. In this context, a delegation from the Southern African Development Community (SADC) traveled to Kinshasa to assess the state of preparation for elections and ensure their smooth running.
The SADC delegation’s mission is to assess whether the country’s political and security environment is conducive to the holding of free, fair, transparent, credible and peaceful elections. It also examines the legal and institutional framework governing presidential, legislative and municipal councilor elections. Finally, it assesses the preparation of the Independent National Electoral Commission (CENI), which is responsible for organizing the elections.
During the discussions, SADC Vice President Notemba Tjipueja stressed the importance of taking into account different aspects in the assessment. First of all, SADC examines the security and political aspect of the country to assess whether the conditions are met for credible elections. Then, it studies the legal framework in force, focusing on possible reforms and possible ongoing litigation. Finally, it focuses on the state of preparation of the CENI, the body responsible for organizing the elections.
