ONAPAC Board of Directors meeting at the Memling Hotel in October 2023
The agricultural sector in the Democratic Republic of Congo faces many challenges. It is in this context that the second session of the meeting of the Board of Directors of the National Office of Agricultural Products of Congo (ONAPAC) was held at the Memling Hotel, led by the PCA Me. Muke Mukengeshayi.
The objective of this meeting was to take stock of ONAPAC’s missions and the challenges facing the organization. Mr. Muke Mukengeshayi stressed that ONAPAC focuses on around twenty agricultural products intended for export, such as coffee, cocoa, rubber and vanilla. He also recalled that ONAPAC is responsible for supervising planters, processing, storage and transits, in order to ensure the quality of products and determine their prices on the international market.
However, despite these important responsibilities, ONAPAC faces major financial difficulties. The PCA revealed that out of an annual budget of 15 million dollars, only 3 million are mobilized, which represents only 30% of the organization’s expenses. This situation has a direct impact on the salaries of ONAPAC employees, who are not paid in full.
Another concern of the PCA is the pressure exerted by certain members of the Fédération des Entreprises du Congo (FEC) to reduce the service costs reserved for ONAPAC. Mr. Muke Mukengeshayi stressed that this would jeopardize the already weakened organization and called on the Minister of Agriculture to support ONAPAC in this situation.
This meeting of the ONAPAC Board of Directors highlights the challenges facing the organization in its crucial role of promoting Congolese agriculture and supporting farmers. It is essential that measures are taken to ensure the financial viability of ONAPAC and its effectiveness in the agricultural production chain.
