“Lack of financial means: the opening of the ordinary session of Kinshasa suspended, a decision of solidarity”

In an official press release dated Friday, September 29, 2023, the president of the Provincial Assembly of Kinshasa, Godé Mpoy Kadima, announced that the solemn opening ceremony of the September Ordinary Session will not take place in person due to a lack of financial means. This decision is part of a desire to show solidarity with the other Provincial Assemblies of the country, which have been facing problems of non-payment of emoluments and operating costs for several months.

The president of the Kinshasa parliament also announced his trip to Paris for medical reasons, postponed for 10 days. He underlined his wish to make this last parliamentary session an opportunity for harmony and unity, with the sole aim of ensuring the happiness of the inhabitants of Kinshasa.

In accordance with article 16 of the Law on the Free Administration of the Provinces, the president declared open, remotely, the ordinary session of September 2023 at the Provincial Assembly of Kinshasa.

This decision comes in a particular context where the country’s Provincial Assemblies face many challenges. The lack of financial resources affects their operation and their ability to meet the needs of the populations. This situation highlights the urgency of finding lasting solutions to ensure the efficient and transparent functioning of provincial institutions.

It is important to emphasize that solidarity between institutions is crucial to overcoming these difficulties. The Provincial Assemblies must work together to find solutions to the problems they face, particularly with regard to the payment of emoluments and operating costs.

In a context where unity and harmony are essential, it is also important that politicians put aside their personal interests and truly work for the well-being of citizens. This last parliamentary session must be an opportunity to make important decisions to improve the quality of life of the inhabitants of Kinshasa.

In conclusion, the decision not to organize the opening ceremony in person and the temporary suspension of parliamentary activities in Kinshasa demonstrate the difficulties that provincial institutions are facing. This also highlights the importance of solidarity and collective work to overcome these challenges and ensure the proper functioning of institutions.
