From integration to peace: the appeal of the governor of Maniema to the Claimants of Salamabila
The interim governor of Maniema, Afani Idrissa Mangala, recently made a strong appeal to the militiamen known as the Claimants, active in the Salamabila region. During the signing of specifications between the Namoya Mining company and the local community of Salamabila, the governor invited the militiamen to integrate the ongoing peace process in the region.
The situation in Salamabila has been worrying for some time, with Claimants committing various abuses against the civilian population. Last January, shocking videos circulated on social networks, showing scenes of physical violence, particularly against women, perpetrated by these militiamen, who presented themselves as Maï-Maï Malaika.
In his speech, Governor Mangala highlighted the importance of peace for the development of the region. He affirmed that there would be no development without peace, and therefore called on the Claimants to end their armed movement and join the peace process as partners in reconstruction.
The Claimants were once considered enemies of the state, having taken up arms against it. However, the governor stressed that this had changed and that they were no longer seen as enemies of the army or the police. He called for a new approach, based on reconciliation and reintegration, to build a peaceful future for Salamabila and Maniema.
It is encouraging to see Governor Mangala taking concrete steps to resolve the crisis in Salamabila. By inviting the Claimants to join the peace process, it paves the way for a peaceful resolution of conflicts and lasting reconciliation between the different parties.
However, it is important to note that integrating the militia into the peace process will not be without challenges. Disarmament, demobilization and reintegration programs will need to be put in place to help militiamen reintegrate into society and find legitimate means of subsistence.
The support of local authorities, civil society organizations and the international community will also be crucial to ensure the success of this process. Security efforts will need to be combined with economic and social development initiatives to offer former militiamen positive future prospects and encourage them to renounce violence.
In conclusion, Governor Mangala’s call to the Salamabila Claimants to join the peace process is an important step towards conflict resolution and reconstruction of the region. However, much work remains to be done to ensure successful and sustainable reintegration. This will require the commitment and collaboration of all relevant stakeholders, in order to build a peaceful and prosperous future for Salamabila and its residents.
