Title: Restoration of the organization of the State examination to the General Inspectorate of Education: the appeal of the Synergy of trade union and social organizations of the DRC
Introduction :
In a press conference held in Kinshasa on September 22, 2023, the Synergy of trade union and social organizations of the Democratic Republic of Congo called on the Ministry of Primary, Secondary and Technical Education (EPST) to restore the organization of the state examination at the General Inspectorate of Education. This request aims to put an end to the recurring problems encountered during previous editions and to guarantee greater administrative and financial autonomy to the General Inspectorate.
1. The dysfunctions observed during the last edition of the state exam
The Synergy of trade union and social organizations of the DRC highlighted the numerous problems encountered during the last edition of the state exam, highlighting the need for reform in its organization. Malfunctions such as delays in the publication of results, leaks of subjects and irregularities in correction have led to a loss of confidence in the Congolese education system. By returning the organization of the state exam to the General Inspectorate of Education, Synergy believes that it will be possible to remedy these problems and restore the credibility of this crucial exam for Congolese students.
2. The administrative and financial autonomy of the General Education Inspectorate
By requesting the return of the organization of the State examination to the General Inspectorate, Synergy also wishes to grant this institution greater administrative and financial autonomy. Currently, the General Inspectorate is subject to the control and decisions of the Ministry of EPST, which limits its ability to act independently and effectively. By giving it more freedom in its management, particularly in terms of recruitment, budget and decision-making, the General Inspectorate will be able to better fulfill its supervisory mission and guarantee the integrity of the examination of State.
3. Respect for the school calendar and social dialogue standards
In addition to the restitution of the organization of the State examination to the General Inspectorate, the Synergy of trade union and social organizations of the DRC also called on the Ministry of EPST to respect the school calendar that it itself even published recently. Indeed, delays in the start of the school year and in the holding of exams disrupt the progress of students’ educational curriculum. In addition, Synergy urges the government to respect the principles and standards that govern social dialogue, in order to avoid any form of repression against trade unionists and to promote a truly constructive exchange..

The Synergy of trade union and social organizations of the DRC launches a clear appeal to the Ministry of EPST for the restitution of the organization of the state examination to the General Inspectorate of Education. This request aims to put an end to the dysfunctions noted during previous editions of this essential examination, while granting the General Inspectorate greater administrative and financial autonomy. By respecting the school calendar and social dialogue standards, the Congolese government will be able to help strengthen confidence in the education system and offer students an optimal educational path.
