The importance of consultation between the CENI and civil society for transparent elections
The Independent National Electoral Commission (CENI) recently organized a consultation framework with civil society organizations. This initiative aims to inform and discuss the electronic voting device (DEV) as well as the accreditation of national and international observers during the election process. Other subjects such as the final list of voters, the mapping of polling stations, the threshold of representativeness and the conduct of the vote were also discussed.
The objective of this consultation is to provide stakeholders with all the information necessary to understand and actively participate in the electoral process. The CENI considers civil society as a key partner in electoral education, emphasizing that this electoral process does not belong only to the CENI, but to the Congolese people as a whole.
Among the points discussed, the accreditation of observers attracted particular attention. Observers, whether Congolese or foreign, must apply for accreditation at least 15 days before the start of the vote. The CENI undertakes to issue these accreditations within five days of the request. It is important to note that to obtain accreditation it is necessary to have legal personality, in order to guarantee the objectivity and legitimacy of observers.
Regarding the electronic voting device, it was chosen due to the high number of applications. This system not only makes it easier for voters to choose, but also simplifies and accelerates the counting of results. This device includes a touch screen and two printers: one to print the ballot after the voter’s choice, and the other to print the minutes. Different cards are used to ensure the transparency and validity of the electoral process.
Before concluding this meeting, CENI experts addressed other important subjects such as representativeness thresholds, the conduct of the vote, the publication of final electoral lists and the mapping of polling stations.
